PUBLIC NOTICE AND PROJECT SUMMARY

PLEASE TAKE NOTICE that the New Jersey Department of Environmental Protection (“NJDEP”) is considering an application regarding the capacity of Cardella Trucking Co., Inc.’s existing Solid Waste Transfer Station and Materials Recovery Facility (“Facility”).  This Facility is located at 2400 Tonnelle Avenue in North Bergen, New Jersey, more particularly known as Block 27.01, Lot 45 and Block 55, Lots 1 & 2 per the Official Tax Map of the Township of North Bergen, Hudson County, New Jersey.  

The Facility is proposing to accept up to a maximum of 800 tons per day of non-putresible solid waste materials.  Facility footprint, hours of operation, waste types accepted, and commercial truck routes to and from the Facility will remain consistent with the existing NJDEP permits.  The proposed daily capacity was included within the Hudson Solid Waste Management Plan by the Hudson County Board of Chosen Freeholders via amendment on November 14, 2019 and certified by the NJDEP on May 12, 2020.

Facility operations to perform the recovery of recyclable materials from the waste and transfer of recovered recyclable materials and residuals to approved end markets and end disposal facilities will continue in the manner currently permitted, with the addition of a second scale to facilitate more efficient on-site vehicle circulation and improvement to existing areas to be used for the recovery of recyclable materials.  The Facility operates a material sorting and separation system that recovers recyclable materials from the waste stream to be reused beneficially and has a demonstrated recovery rate of approximately 80%.  The proposed capacity will enable the Facility to recover additional material from the waste stream that may otherwise be disposed of at a facility without these advanced recovery processes.  The Facility will continue to operate twenty-four (24) hours per day, six (6) days per week and accept non-putresible bulky waste and construction & demolition waste (NJDEP solid waste types ID 13, ID 13C and/or recyclable materials).  Access to and egress from the Facility will continue to be principally provided by major State and Federal roadways due to its immediate proximity to exits on I-95, NJ Route 3, NJ Route 495, and US Routes 1 & 9.  As part of a comprehensive environmental and health impact assessment to support the application, professional evaluation of the proposed noise and traffic conditions indicate no increase in noise levels in the surrounding community and no impact to traffic on the roadways serving the Facility.

The Facility is, and will continue to be, regulated under the following permits:

  • NJDEP Solid Waste Facility Permit (Facility ID No. 132244)
  • NJDEP Air Quality Permitting Certificate to Operate Control Apparatus and/or Equipment (Facility ID No. 11134)
  • NJPDES 5G2 Basic Industrial Stormwater General Permit NJ0088315 (NJPDES No. NJG0120651)

Pursuant to New Jersey Administrative Order No. 2021-25, signed by NJDEP Commissioner Shawn M. LaTourette on September 20, 2021, a public information session to obtain public comment on this proposal will be held on:
